Opportunity Information: Apply for HRSA 25 040
The Black Lung Clinics Program (HRSA-25-040) is a discretionary federal grant opportunity from the Health Resources and Services Administration (HRSA) focused on lowering illness and death tied to coal mine dust lung disease (CMDLD), commonly called black lung disease. The program is built around making sure coal miners in covered service areas can reliably access a core set of health and support services, and it adds expectations beyond the minimum required services to help keep quality and consistency strong across different regions.
Funded projects are expected to deliver four main categories of services to coal miners: medical services, outreach services, educational services, and benefits counseling services. In practical terms, this means clinics and partner organizations are funded not only to provide clinical care related to CMDLD, but also to actively reach miners who may not be connected to care, educate miners and communities about disease risks and available resources, and help individuals navigate benefits and related supports. A key feature of the opportunity is that award recipients must provide certain required services within their service area, and HRSA also sets additional requirements intended to sustain both the breadth of services (what is offered) and the quality of services (how well they are delivered) for miners across all service areas.
Eligibility is broad and includes many types of domestic organizations. Eligible applicants include public and private institutions of higher education; nonprofit organizations with or without 501(c)(3) status; for-profit entities including small businesses; and a wide range of government entities such as state, county, city/township, and special district governments (including state health departments). Independent school districts may apply, and health care delivery organizations are explicitly included, such as Federally Qualified Health Centers (FQHCs), community health centers, Rural Health Clinics (RHCs), and hospitals, including Rural Emergency Hospitals. Native American tribal governments and tribal organizations are also eligible. For federally recognized tribes or tribal organizations, eligibility is conditioned on carrying out all proposed activities within federally recognized tribal areas, and the application must include documentation of federally recognized tribal status as indicated (referenced as attachment 1). Individuals are not eligible to apply under this notice of funding opportunity.
For purposes of this grant, "domestic" includes the 50 states and the District of Columbia, as well as the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, and the freely associated states: the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. The opportunity lists an expected 15 awards. The original application closing date is February 11, 2025. The posted award ceiling is listed as 0, which typically signals that the ceiling is not specified in the summary data and applicants should rely on the full NOFO for award amount details, budgets, and other funding parameters. The assistance listing (CFDA) number associated with this program is 93.965, and the funding instrument type is a grant under the health activity category.Apply for HRSA 25 040
